NOTICE OF VACANCY IN THE JUDICIAL AND LEGAL SERVICE OF THE COMMONWEALTH OF DOMINICA OFFICE OF THE DIRECTOR OF PUBLIC PROSECUTIONS

Applications are invited from suitably qualified persons for a contractual appointment in the post of Director, Public Prosecutions in the Ministry of Tourism and Legal Affairs.

 

DUTIES

Under the supervision of the Attorney General the Director, Public Prosecutions shall be responsible for:

  • Deciding upon and conducting prosecutions on behalf of the State of Dominica
  • Advising the Government upon the Revision of relevant laws of Dominica
  • Training Junior State Attorneys
  • Reviewing and researching criminal cases, legislation, practice and procedure to ensure that the criminal justice system and in particular the litigation process operates at and maintains consistency with modern acceptable standards of practice.

 

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Bachelors Degree in Law or Legal Education from a recognized University and Certificate in Legal Education or equivalent.  A Masters Degree in Law would be an asset.
  • Seven (7) years or more experience in the Legal field at least five (5) of which should be trial practice.
  • Excellent oral and written communication skills.
  • Ability to interpret and apply laws, rules and regulations.
  • Computer literacy.
  • Ability to provide technical advice.
  • Conduct and supervise prosecutions and appeals for the State of Dominica.
  • Proven advocacy expertise.

 

TERMS

Successful candidate will be contracted for a period of two (2) years in the first instance.

 

SALARY COMPOSITION

 

Salary                                                  -           $77,571.48 per annum

Allowance in lieu of practice              -           $24,000.00 per annum

Combined Travel and Entertainment  -           $20,700.00 per annum

Special Duty Allowance                     -           $24,000.00 per annum

House Allowance                                -           $31,020.00 per annum

Telephone Allowance                         -           $  1,200.00 per annum

Gratuity                                               -           twenty percent (20%) of basic salary drawn

upon satisfactory completion of contract

Purpose:
The Director Division of Communication (DOC) will lead the global communications and brand management
efforts in support of the global positioning of UNICEF as a key partner to deliver results for children and
promote child rights.
S/He will provide strategic leadership and vision in the area of communications at a global level, oversee
the management and administration of the division and enhance partnerships with key internal and external
stakeholders. Main responsibilities include:
Leadership, Vision and Strategy:
· Advise the Executive Director and Senior Management on the global positioning of children’s issues and
UNICEF, through effective communications, advocacy and brand management.
· Lead the development and implementation of a communication strategy with clear priorities to promote
children’s issues globally. In collaboration with related HQ divisions and National Committees, establish
priorities and provide overall guidance and direction for the implementation of UNICEF’s global
communication plans. Coordinate with other divisions to maximize communication, advocacy and resource
mobilization efforts.
· Ensure the effective communication and visibility of UNICEF’s mandate through the use of integrated
communication plans (media relations, good will ambassadors, publications, digital and social media), and
innovative communication platforms. Provide oversight and quality assurance of communication products
and services produced by DOC.
· Act as a senior spokesperson for the organization and oversee a systematic approach and manage media
relations throughout the organization.
Management and Administration:
· Ensure that functions and capacities in the division are aligned to promote an effective communications
function and drive organizational priorities
· Direct and manage the division’s human, financial and IT resources while fostering a conducive working
environment, to ensure a coherent, well-motivated team through clear leadership and direction.
Partnerships:
· Enhance international understanding of development issues and in particular child-related issues through
partnerships with international media, educational institutions, development foundations and other
stakeholders.
· Work closely with counterparts in other UN agencies on policy and communication matters of common
interest, and also identify opportunities for collaboration on joint communication and advocacy initiatives.

Minimum Requirements:
Advanced university degree and training in journalism, communication, international relations, or a
related field of study is required.
At least 15 years of relevant international and/or developing country experience, including at global
levels. At least half of this in senior positions leading communications and advocacy programmes.
Demonstrated managerial strength and experience, including in leading large/complex teams.
Fluency in English and a second UN language. Knowledge of another UN language is an asset.

For the position of "PROGRAMME OFFICER"

 

A vacancy exists within the Office of the National Authorising Officer (NAO) of the European Development Fund, Ministry of Finance, Government of the Commonwealth of Dominica, for a Programme Officer.

 

The successful candidate will be expected to perform the following tasks in a dynamic and proactive manner, in accordance with European Union procedures:

 

  • Planning, co-ordination and administration of all aspects of project management in designated sectors;

 

  • Undertake regular liaison with the NAO, Unit staff, EU Delegation, line ministries, project managers, public/private sector representatives, civil society and other relevant agencies for the purpose of project/programme monitoring and co-ordination;

 

  • Conduct macro-economic analysis to guide Government policies and strategies and to inform impact assessments relating to the programmes funded by the European Union in the Commonwealth of Dominica

 

  • Coordinate the programme for the Banana Accompanying Measures (BAM) for the Commonwealth of Dominica;

 

  • Advise and assist with the appraisal, preparation and submission of complete project dossiers; prepare, co-ordinate and participate in the issuing, examination and award of tenders and contracts;

 

  • Prepare and submit quarterly, biannual and annual reports

 

  • Carry out such related duties as may be required from time to time by the NAO;

 

Qualifications & Experience

 

The ideal candidate should have the following:

  1. A Masters Degree in a relevant field
  2. Bachelor’s Degree in Economics, Agricultural Economics or Project Management
  3. A minimum of three years professional experience in the field of development programming, project management, monitoring and evaluation or macro-economic analysis
  4. Strong knowledge and experience of rural development issues
  5. Knowledge of European Union development financing.

VACANCY NOTICE: Project Co-ordinator/National Land Use Policy and National Physical Development Plan
