NOMINATIONS FOR MERITORIOUS SERVICE HONOURS

 

The following provision in the Meritorious Service Honours Regulations, Chap. 19:09 of the Laws of Dominica (1990 Revised Edition), is drawn to the attention of the public: -

 

“The names of persons considered deserving of an honour for meritorious service to the State of Dominica shall be submitted to the Secretary not later than 30th June in any year.”

NEPO ANNOUNCES MEETING

OFFICE OF THE NATIONAL AUTHORISING OFFICER FOR THE EUROPEAN DEVELOPMENT FUND VACANCY NOTICES

THE OVERALL OBJECTIVE OF THE OFFICE OF THE NATIONAL AUTHORISING OFFICER (NAO) IS TO ENSURE THE EFFICIENT AND EFFECTIVE UTILISATION OF EUROPEAN UNION (EU) DEVELOPMENT ASSISTANCE IN SUPPORT OF THE IMPLEMENTATION OF THE COMMONWEALTH OF DOMINICA'S DEVELOPMENT STRATEGIES AND POLICIES.

 

VACANCIES EXISTS WITHIN THE OFFICE OF THE NATIONAL AUTHORISING OFFICER (NAO) FOR THE EUROPEAN DEVELOPMENT FUND, FOR THE FOLLOWING POSITIONS:

 

  1. PROGRAMME ENGINEER
  2. PROGRAMME OFFICER

 

THE SUCCESSFUL CANDIDATES WILL BE EXPECTED TO PERFORM THEIR TASKS IN A DYNAMIC AND PROACTIVE MANNER, IN ACCORDANCE WITH EUROPEAN COMMISSION (EC) PROCEDURES:

 

GENERAL DUTIES AND RESPONSIBILITIES FOR ALL POSITIONS:

 

  • ASSIST IN THE PLANNING, CO-ORDINATION AND ADMINISTRATION OF ALL ASPECTS OF PROGRAMME MANAGEMENT IN DESIGNATED SECTORS THROUGH THE PROVISION OF TECHNICAL INPUT AND GUIDANCE;

 

  • UNDERTAKE REGULAR LIAISON WITH THE NAO, OFFICE STAFF, EC DELEGATION, LINE MINISTRIES, PROJECT MANAGERS, PUBLIC/PRIVATE SECTOR REPRESENTATIVES, CIVIL SOCIETY AND OTHER RELEVANT AGENCIES FOR THE PURPOSE OF PROJECT/PROGRAMME MONITORING AND CO-ORDINATION;

 

  • ENABLE TENDERING PROCEDURES AS PER PRACTICAL GUIDE FOR EUROPEAN UNION EXTERNAL ACTIONS THROUGH THE APPRAISAL, PREPARATION AND SUBMISSION OF PROJECT DOSSIERS; AND IN THE ISSUANCE, EXAMINATION AND AWARD OF SERVICE, SUPPLY AND WORKS CONTRACTS;

 

  • PREPARE AND SUBMIT REPORTS IN ADDITION TO CARRYING OUT ANY OTHER TASKS REQUESTED BY THE NAO.

  

QUALIFICATIONS AND EXPERIENCE:  

 

THE PROGRAMME ENGINEER SHOULD HAVE A PROFILE AS FOLLOWS:

 

  1. A FIRST DEGREE IN CIVIL ENGINEERING OR RELATED, RELEVANT DISCIPLINE.
  2. POST-GRADUATE TRAINING AND/OR CERTIFICATION IN A RELATED FIELD.
  3. SPECIALISED TRAINING IN PROJECT DESIGN, APPRAISAL AND MANAGEMENT.
  4. FIVE YEARS PROFESSIONAL EXPERIENCE.
  5. AT LEAST THREE YEARS’ EXPERIENCE IN MANAGEMENT, SUPERVISION OR IMPLEMENTATION OF CIVIL ENGINEERING PROJECTS.
  6. SPECIALISED TRAINING/EXPERIENCE IN QUANTITY SURVEYING WOULD BE AN ASSET.
  7. TRAINING AND/OR EXPERTISE IN THE FOLLOWING FIELDS WOULD BE AN ADVANTAGE:
    1. RENEWABLE ENERGY/ENERGY EFFICIENCY
    2. CIVIL WORKS - ROAD REHABILITATION
    3. CIVIL WORKS – BUILDING CONSTRUCTION

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

  • REVIEW ALL EXISTING DESIGNS, COST ESTIMATES & OTHER RELEVANT DOCUMENTS FOR SUPERVISION AND WORKS TO ENSURE THAT THE MAIN OBJECTIVES OF THE PROJECT HAVE BEEN CONSIDERED;
  • UNDERTAKE DESIGNS AS NECESSARY FOR ASPECTS OF WORKS;
  • CONDUCT SUPERVISION AND OVERSIGHT FOR THE VARIOUS WORK PROGRAMMES;
  • ADVISE THE NAO ON TECHNICAL MATTERS RELATED TO PROGRAMMES

      

   THE PROGRAMME OFFICER SHOULD HAVE A PROFILE AS FOLLOWS:

 

  1. A POST-GRADUATE DEGREE OR EQUIVALENT IN DEVELOPMENT PROGRAMMING – ECONOMICS, PROJECT MANAGEMENT, MONITORING & EVALUATION, OR RELATED, RELEVANT DISCIPLINE;
  2. SPECIALISED TRAINING IN PROJECT DESIGN, APPRAISAL AND MANAGEMENT;
  3. EXPERIENCE IN THE DEVELOPMENT AND MAINTENANCE OF A MONITORING AND EVALUATION SYSTEM FOR PROGRAMME/PROJECT IMPLEMENTATION;
  4. FIVE YEARS’ PROFESSIONAL EXPERIENCE;
  5. AT LEAST THREE YEARS’ EXPERIENCE IN SUPERVISION OR IMPLEMENTATION OF PROJECTS;
  6. EXPERIENCE WITH DONOR-FUNDED PROJECTS WOULD BE AN ADVANTAGE;
  7. KNOWLEDGE OF PUBLIC SECTOR PROCEDURES WOULD BE AN ADVANTAGE.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

  • CONDUCT SECTOR ANALYSIS TO GUIDE GOVERNMENT POLICIES AND STRATEGIES AND TO INFORM PERFORMANCE ASSESSMENTS RELATING TO EU PROJECT OPERATIONS;
  • ASSIST IN THE ASSESSMENT AND ANALYSIS OF THE IMPACT OF EU FUNDING ON KEY SECTORS AND PROGRAMMES OF INTEREST;
  • DEVELOPMENT AND MAINTENANCE OF AN APPROPRIATE MONITORING AND EVALUATION SYSTEM FOR THE IMPLEMENTATION OF THE PROJECT PORTFOLIO OF THE OFFICE OF THE NATIONAL AUTHORISING OFFICER;
  • MONITOR AND SUPERVISE THE IMPLEMENTATION OF ASSIGNED PROJECTS;
  • ADVISE THE NAO ON PROJECT IMPLEMENTATION MATTERS.

THE PROJECT IMPLEMENTATION UNIT (PIU), OF THE EMERGENCY AGRICULTURAL LIVELIHOODS AND CLIMATE RESILIENCE PROJECTS, MINISTRY OF BLUE AND GREEN ECONOMY, AGRICULTURE AND NATIONAL FOOD SECURITY WISHES TO INFORM ALL CROP FARMERS EFFECTIVE THURSDAY, MARCH 19TH 2020 THAT SIGNING OF BENEFICIARY AGREEMENTS AND INPUT VOUCHERS WILL BE DONE ONLY ON MONDAYS, TUESDAYS, WEDNESDAYS AND FRIDAYS FROM 8:30 AM TO 3:00 PM.

PUBLIC ANNOUNCEMENT FROM MINISTRY OF PUBLIC WORKS

THE MINISTRY OF PUBLIC WORKS AND THE DIGITAL ECONOMY WISHES TO INFORM THE GENERAL PUBLIC MORE PARTICULARLY MOTORIST AND PEDESTRIANS WITHIN THE CITY OF ROSEAU, THAT ROAD SURFACING OF SELECTED STREETS WITHIN THE CITY OF ROSEAU IS PLANNED FOR THE FOLLOWING DAYS AND TIME:

  1. Section of Kennedy Avenue on Saturday, February 15th, 2020 from 6:00 am to 12:00 mid-day

 

  1. Section of Independence Street on Sunday, February 16th, 2020 from 6:00 am to 10:00 pm

 

  1. Section of King George V Street on Monday, February 17th, 2020 from 6:00 pm through to Tuesday, February 18th at 5:00 am and later on that same day from 5:00 pm to 12:00 midnight. 

IN THIS REGARD, THE MINISTRY WISHES TO URGE ALL MOTORIST USING THESE SECTIONS OF ROAD, THAT THEY SHOULD ADHERE TO THE TRAFFIC SIGNS WHICH WILL BE ERECTED FOR THE PROPER DIRECTION AND SAFETY OF ROAD USERS.

THE MINISTRY FURTHER WISHES TO THANK THE GENERAL PUBLIC FOR ITS UNDERSTANDING AND COOPERATION, AS WE WORK AT IMPROVING THE ROAD CONDITION WITHIN THE CAPITAL CITY OF ROSEAU.
