As part of the EU-funded Public Financial Management Reform Programme, an accountant will provide technical assistance over a six-month period, in order to:

•          contribute greatly to the development and implementation of departmental accounting systems, policies and procedures;
•          assist in strengthening the knowledge and skills of auditors in collecting, processing, recording, reconciling and reporting of financial data; and
•          build capacity in verifying the validity, completeness and accuracy of source documentation.

The successful candidate will be expected to train officers on how to perform the following tasks in a proactive manner, under the supervision of the Director of Audit:

•          develop, monitor and review departmental accounting policies, procedures and processes;
•          audit and prepare financial statements in accordance with relevant guidelines, frameworks and statutory requirements;
•          conduct performance reviews of government ongoing programmes; and
•          conduct performance reviews of statutory corporations and government-owned companies.

The ideal candidate should possess the following:

qualifications and skills

• at least a first degree in accounting or other related field.
• at least professional qualifications in accounting from a recognized accounting body (ACCA, CGA or similar).

general professional experience

• knowledge of principles and procedures for compensation and benefits
• knowledge of laws, legal codes, government regulations, and executive orders.
• knowledge of business and management principles.      
• knowledge of economic and accounting principles and practices and the analysis and reporting of financial data.

specific professional experience

• at least five (5) years professional experience in accounting.
• knowledge of commonly-used concepts, practices, and procedures within the field of business administration.

The Government of the Commonwealth of Dominica has received financing from the Global Environment Facility through the United Nations Environment Programme to support the preparation of Dominica’s Third National Communications to the United Nations Framework Convention on Climate Change (UNFCCC).

Part of this funding is to be utilized to hire national consultants to undertake technical studies and draft the national report. The Government of Dominica is seeking expressions of interest from suitably qualified national consultants, who have at least five (5) years’ experience in the following areas:

•       greenhouse gas inventory from energy, transportation, solid waste and industrial processes
•       inventory of carbon sinks (forests)
•       inventory of carbon sinks (agriculture)
•       climate change mitigation including renewable energy, energy efficiency and energy
•          conservation
•       mainstreaming climate change into national development planning
•       training, public education outreach on climate change
•       systematic observation systems for climate change including hydrometeorological systems

Work on this project will commence in January 2015 and will be completed by May 2016. Successful applicants will be expected to start work on or before February 2nd, 2015.

It is notified for general information that the official commemoration of Remembrance Day will take place at the War Memorial on Victoria Street on Sunday 9^th November 2014 at 8:00 a.m.

It is anticipated that as many as possible of those who served in Her Majesty’s Forces and in the Nursing Service during the Wars (1914-1918) and (1939-1945) will be present at the ceremony. War medals and decorations should be worn with civilian dress by all ex-officers, ex-servicemen and women and members of the Nursing Service. Medals held by relatives of the fallen may be worn by such relatives on their right breast.

Detachments of Boy Scouts, Girl Guides, Red Cross, Girls Brigade and Youth Corps are expected to be present at the ceremony.

Ministers of Government, Members of the House of Assembly, Heads of Religious Denominations, Heads of Government Departments, Officers of the Diplomatic Corps, Consular Officers, Members of the Roseau City Council and other Local Government Authorities and the General Public are invited to attend the ceremony at the War Memorial; and to be punctual and in their places by 7:45 a.m.

All persons will be requested to observe two (2) minutes silence at 8:00 a.m. and all vehicular traffic and normal activities should be suspended during the period of silence.

Members of the Public who have taken up places on the Peebles Park or West Area are requested to remain there. Dignitaries should take their places within the enclosure on either side of the Saluting Base, (Ushers will assist).
