VACANCY NOTICE


A vacancy exists for the post of Local Consultant/ Administrative Support under the Low Carbon Transport Project, Ministry of Economic Affairs, Planning, Resilience and Sustainable Development.
The selected candidate will provide comprehensive secretarial and administrative support to the GCF National Project Coordinator on the National Low Carbon Transport Project; and administrative assistance in general project implementation, management and day-to-day liaison with other counterparts.

Specific duties will include:
● Assisting in the processing of direct payments and advance requests.
● Supporting the GCF NPC in the compilation and editing of periodic reports as required by the project, these include evaluation reports, annual project reports, bi annual reports, and request for extensions. and update project files. Prepare minutes of project meetings. Prepare all documentation for contract issuance.

● Facilitating workshops and presentations, and the procurement of services and goods and services required by the project.

● Overseeing day-to-day project correspondence, information sharing, filing and ensuring that appropriate follow-up actions are taken.

● Providing logistical, accommodation and other administrative support to international experts and consultants engaged in the delivery of the project.

Applicants must possess:
• An Associate’s Degree in Business or Secretarial Administration or equivalent with a Cumulative GPA of 3.50 or higher • Minimum of 2 years practical work experience, particularly with projects
Prerequisites include:
• A basic understanding of the Green Climate Fund, Climate Change and Greening of the Economy • Computer literacy (Microsoft Office) • Ability to create and host virtual meetings • Ability to administer virtual surveys • Experience in providing assistance in project coordination and implementation

ADVERTISEMENT FOR THE POSITION OF PERMANENT SECRETARY

Applications are invited from suitably qualified and interested persons to fill the position of Permanent Secretary.

POSITION LEVEL

The Permanent Secretary is the Head of a Department of Government equivalent to the classification of Level XVIII and Pay Code B.

DUTIES AND RESPONSIBILITIES

The main functions of the Permanent Secretary are summarized as follows:

  1. Provide policy advice to the Minister and undertake strategic policy development and implementation within the assigned field of responsibility;
  2. Human Resource Management to include performance appraisals of staff and staff management systems in accordance with the requirements of the Public Service Commission;
  3. Financial Planning and Management to include annual budget preparation and authorization of payments adhering to the Financial Regulations;
  4. Preparation of monthly and annual reports, speeches, and responses to media and public inquiries;
  5. General Administration to ensure that all work of the Ministry and its Divisions is discharged economically, efficiently, promptly, and courteously.

ACADEMIC REQUIREMENTS

A Master’s Degree in the field of Public Sector Management or related field

REQUIRED EXPERIENCE

Eight (8) years’ experience in a senior management position

 

SKILLS/COMPETENCE/EXPERIENCE REQUIRED

  • Sound knowledge of the policies, procedures and the laws of the Public Service and the Dominica Constitution;
  • Ability to plan, develop and implement (including monitor) developmental projects;
  • Competence in human resource management and development issues to be able to provide relevant guidance and advice to Heads of Division and other public officials;

  • Strong communication skills;
  • Ability to think strategically and to develop and pursue a vision for the growth of the Public Service;
  • Knowledge of negotiation techniques and possession of good interpersonal skills;
  • Knowledge of approaches to reform and modernization;
  • Change management and team building skills;
  • Ability to apply knowledge to enhance the daily operations of the Public Service.

 

The holder of the position is required to interface with numerous clients both within and outside the Public Service. The responsibilities of the position require working for extended hours on a daily basis and sometimes on weekends and public holidays. The holder must also be able to work under extreme mental and physical pressure.

COTTAGE CONSTITUENCY MEETING WITH COLLEGE STUDENTS

The Hon. Reginald Austrie, invites students from the Cottage Constituency attending the Dominica State College and their parents to a meeting to discuss the new academic school year.

SMALL BUSINESS ASSISTANCE FACILITY TRAINING

The Dominica Youth Business Trust announces its fact to face Small Business Assistance Facility Training which will run from December 8-10 .

In this regard, applications are invited from young men and women age 18 to 35 who are interested in developing their small businesses.  

Application forms can be obtained at the Dominica Youth Business Trust Office, 42 Kennedy Avenue, Youth Development Division on High Street, District Youth Development Officers or the DYBT website www.dybt.gov.dm.
