THE BANANA ACCOMPANYING MEASURES A project funded by the European Union and the Government of the Commonwealth of Dominica

The National Authorising Officer for the European Development Fund on behalf of the Government of the Commonwealth of Dominica is recruiting an Area Supervisor to provide services for the Agriculture Census 2014, as part of the Banana Accompanying Measures.

Under the general supervision of the Chief Statistician, the Area Supervisor will be one of two officers who will supervise and coordinate the Agricultural Census operations of the census area and maintain a system of census supervisory and enumeration districts, boundaries and maps; visit supervisory and enumeration districts and maintain record of visits to farmers; provides reports on tasks; distributes census forms and instruments, census questionnaires and census kits; and maintains a system of distribution of census instruments, in addition to other related tasks.

 

The main duties of the Area Supervisor are:

  • Supervision of the Agricultural Census operations of the census area:
    • Assignment of enumerators to areas
    • Distribution of census forms on a timely basis
    • Collaboration of activities
    • Problem identification and recommendations for improvements
    • Maintenance of discipline and order
    • Review of appropriate census forms for submission to the Chief Statistician

 

  • Coordination of census area activities
    • Confirmation of enumeration and supervisory district boundaries
    • Maintenance of area visitation records
    • Liaison with the Agricultural Census Office for the acquisition of forms and other related material
    • Preparation and submission of progress reports on census operations to the Agriculture Census Office for onward submission to the Chief Statistician

 

  • Supervision of enumeration/Quality Control
    • Receipt and edit of completed questionnaires from enumeration districts
    • Receipt of visitation records and other modules from census supervisors
    • Tabulation and submission of completed questionnaires, visitation records and other modules from the enumeration districts for submission to the Chief Statistician

 

The intended start date is 1st February 2014 and the contract’s implementation period will be five months, from this date:

 

Qualifications, Experience and skills:

  • Certificate in Public or Business Administration; or a certificate in Project Management

 

  • At least five years’ experience
  • Experience in agricultural censuses in small island countries is desirable.
  • Area Supervisor should be a good leader and team player, be action-oriented, possess good interpersonal and communication skills, and should be creative, customer-oriented and possess critical judgment skills.
