REQUEST FOR EXPRESSIONS OF INTEREST

1. The Dominica Water and Sewerage Company Limited (DOWASCO), is the beneficiary of grant funding from the Government of Italy, through the Ministry of Environment, Land and Sea under the Italy Caribbean Community (CARICOM) Partnership program to support implementation of the project entitled: “Installation of Solar Photovoltaic Power Generation Systems at DOWASCO Water Production and Sewage Treatment Facilities.” This project is being implemented by the Caribbean Community Climate Change Centre (the Centre).

2. The Centre intends to use part of the proceeds of the grant to contract a Short-Term Individual Consultant to develop a Technical Assessment of Energy Needs at two (2) of DOWASCO’s Pumping Stations.

3. The estimated work effort for this Consultancy is ten (10) days, or such other period as may be determined. The expected commencement date is on or about October 15, 2019 and completion date is on or about October 30, 2019. The deliverables of this Consultancy include:

1. Initial Report on the site visit and consultative meeting with officials from DOWASCO and other stakeholders including government officials, the DOMLEC, regulators, etc.
2. Draft Energy Assessment Report.
3. Presentation by virtual means using a Power Point Presentation that highlights the key recommendations and justification.
4. Final Energy Assessment Report.

 The Centre now invites eligible Individuals to indicate their interest in providing the Services. Only Individual Consultants with citizenship in a CARICOM Member State are eligible. 

   1 Interested Consultants should submit with their interest: 

• information demonstrating that they have the required qualifications and relevant experience to perform the Services (a copy of academic certificates and three references on specific previous experience must be submitted as supporting information);
• Work Plan for the Consultancy showing the implementation schedule and timelines for all activities; and
• An indicative Cost Proposal broken down by professional fees and reimbursables (if relevant).

The minimum qualifying mark is 70 points.

The Centre is not bound to accept any Expression of Interest received and may cancel this process at any time prior to the award of contract without liability. Interested Consultants that do not comply with the requirements set out in this Invitation may be disqualified.
