REQUESTS FOR EXPRESSIONS OF INTEREST

The Governments of Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines have each received individual credits in the amount of 1.5 Million SDRs, equivalent to US$ 2.3 Million, from the International Development Association (IDA) for the financing of the OECS Electronic Government for Regional Integration Project (EGRIP) and intend to apply part of the proceeds for consultancy services for a Senior E-government Specialist.

The consultancy is expected to be undertaken over a period of approximately fourteen calendar months and the services are related to the implementation of Subcomponent 1.4 which focuses on establishing a regional e-government institutional framework, to provide the required impetus to e-government project implementation and technical support to the participating countries.

 

The Regional E-Government Unit (REGU) of the OECS Secretariat now invites eligible individual consultants to submit expressions of interest for providing the services. Interested consultants must submit updated curriculum vitae including information on their qualifications and capability for undertaking the assignment.

 

The key objectives of this engagement include:

 

To this end the components of the assignment are:

 

(i)    Strategic policy guidance;

(ii)  Establishing and monitoring the ICT framework;

(iii) Coordinate the adoption of ICT/ E-government within the region;

(iv) Co-ordinate Training and certification services;

(v)  Source funds to facilitate the full establishment and sustainability of the E-government Desk /Centre of Excellence;

(vi) Expand, update and advertise the service catalogue;

(vii)    Coordinate and allocate limited resources across their possible uses in the region to achieve optimal results;

(viii)Support the management of various projects, and monitor progress on an ongoing basis to ensure results are achieved as desired; and

(ix) Implement the E-government Desk / Centre of Excellence and services subject to ratification of the E-government Desk / Centre of Excellence by the OECS Authority.

 

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2004 and October 2006).
