VACANCY – Chief Executive Officer, CROSQ
Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the above mentioned position in the CROSQ with assigned duty station in Barbados.
1. FUNCTIONS OF THE POST
This position is responsible for leading and directing the administrative and technical operations of the CARICOM Regional Organization for Standards and Quality (CROSQ) Secretariat in the establishment of the CARICOM Regional Quality Infrastructure. This position also involves
directing the mobilization and use of resources from International Development and Funding Partners required for the attainment of the objectives of CROSQ.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent should have a distinguished management and performance record, with at least eight (8) years experience in a senior management or leadership position, interacting with national, regional and international institutions and organisations including donor agencies. The incumbent should also possess:
Strong leadership qualities including strategic, logical and critical thinking, problem-solving and team building skills;
Excellent communication skills and the ability to successfully manage complex and sensitive relationships at high levels within the governments of member states;
A high level of integrity and dependability with a strong sense of urgency and results-orientation;
The ability to supervise cooperative projects with governments, international organisations, Private/Public sector institutions associations The successful candidate is expected to have;
A Bachelors degree with post graduate qualifications in a relevant field such as Management, Project Management, Organizational Development, International Trade or Natural Science.
The incumbent should have a sound working knowledge and experience in:
Project development and implementation
Economic Integration
Negotiating
Diplomacy
Knowledge and understanding of standardization and quality infrastructure
Experience in managing employee performance
Strong interpersonal and group skills, with the ability to motivate and direct others.
Competence in English Language (written and oral) is a requirement.
It would be an asset to have a working knowledge of a second language.
A high level of computer proficiency in MS Office Suite is essential.
3. DUTIES AND RESPONSIBILITIES
Under the direction of the Council of CROSQ, the CEO will be required to:
1. Direct Resource Mobilization initiatives
Prepare project briefs/fiches/outlines for submission to donor agencies:
Negotiate with donor agencies to secure funding to support activities that would assist in establishing the regional quality infrastructure.
2. Ensure efficient and timely implementation of CROSQ Strategic and Business Plans, Projects and Programmes as approved by the CROSQ Council and in accordance with the Inter-governmental Agreement establishing CROSQ and the revised Treaty of Chaguaramas.
Provide the organization with a standard project management methodology, process, procedures, tools and common approach and framework to manage projects.
Define project and programme management structure and stakeholder involvement and
Manage the competency, availability and performance of all resources.
Ensure that the Secretariat’s business perspectives are integrated into the project environment and portfolio management and to FACILITATE external stakeholders’ implementation of
Secretariat projects/programmes.
3. Deliver quality and timely services:
Coordinate and Implement activities of the organizations pertinent to CROSQ’s strategic themes: Standards Development and harmonization, Metrology, Testing, Conformity Assessment and Accreditation as advised by Council.
Receive and Review technical assistance requests from Member States and Stakeholders.
Collaborate with other Directors and Programme Managers to determine where technical assistance and services may be delivered by the Secretariat to Member States.
Conduct Needs Assessments.
Coordinate responses to requests for services and/or technical assistance from Member States including provision of technical assistance using Secretariat resources.
Facilitate investigations and arbitrations in standards-related trade disputes;
4. General
ATTEND and Organize meetings, conferences and training sessions, as appropriate and on behalf of the Secretariat to enhance the knowledge and skills needed for building effective partnerships and implementation of the Regional Quality infrastructure.
Represent CROSQ at Regional and international meetings and trade negotiations as directed by the Council of CROSQ.
Evaluate the performance of officers of the CROSQ Secretariat in line with the Work Programme on an annual basis and initiate or recommend training and other developmental interventions or activities as necessary.
Contribute to the strategic direction for the management, administration and operation of the Secretariat.
Contribute to a positive and professional image of the CROSQ Secretariat at all times in keeping with its core values.
Undertake any other duties that may be assigned from time to time by the CROSQ Council.
4. EMOLUMENTS AND BENEFITS
The remuneration package being offered:
Annual Basic Salary: USD $58,500.00
Annual allowances: 28% of the Basic Salary (USD 16,380.00)
Gratuity: 20% of the Basic Salary upon successful completion.
5. SETTLEMENT GRANT
On assumption of duty in Barbados, the officer shall be paid a settlement grant in respect of self, spouse and each eligible child or dependent (up to two), provided that the total number of children and other dependents does not exceed six in all.
6. RECRUITMENT AND APPOINTMENT
Appointment will be on contract for three (3) years. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the CROSQ Secretariat.
An officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the officer, spouse and children (provided they are below the age of eighteen years, unmarried and dependent on the officer and for such other dependents to a maximum of one as may be approved by the CROSQ Council, provided that the number of children and other dependents does not exceed five in all.
In addition to passages, the officer will be granted the following transportation allowances:
(i) Ocean freight charges, including insurance, for shipping personal and household effects to Barbados, not exceeding 1250 cubic feet, plus a motor car (if the officer already owns one);
(ii) The cost of transporting baggage, personal and household effects from the home of the officer to the place of embarkation and from the port of disembarkation to the place of residence in Barbados; and
(iii) The cost of packing and crating personal and household effects.
(iv) Demurrage and storage costs up to a period of sixty (60) days on arrival in Barbados of your personal and household effects and motor car (if you already have one); and
(v) Such other incidental expenses as may be approved by CROSQ Council
7. LEAVE
The officer will be eligible for the grant of vacation leave at the rate of twenty five (25) working days a year.
The officer will be eligible for up to twenty one (21) days sick leave per annum.
8. PRIVILEGES AND IMMUNITIES
The officer will be granted the privileges and immunities extended to officials of CROSQ in accordance Article XII, of the Headquarters Agreement between the Government of Barbados and CROSQ.
9. GROUP HEALTH INSURANCE
The officer will be entitled to participate in the Secretariat’s group health insurance scheme.
With respect to the health scheme, the officer will contribute forty per cent of the premium.
10. SUPERANNUATION
An officer on contract shall, subject to his/her services being satisfactory and having completed at least six (6) months of the contractual term of employment is eligible for the payment of a gratuity. The gratuity shall be at the rate of twenty per cent of the officer’s basic salary, calculated for each day of completed service and shall be payable at the end of the officer’s contractual period (including for this purpose any period of extension or approved leave).
