An experienced and versatile performer who functions equally well in the public or private sector as well as in non-government organisations.  Through his academic achievements, leadership skills and performance oriented approach, he is equally comfortable with developmental issues in Rural Development, Co-operative Management and Administration, Credit Administration and Policy Development,  Financial Planning and Analysis, Primary and Tertiary Health, Housing Development, Financial Management, Telecommunications Regulation, and Human Resource Management.

 

During the period 1987 – 1999, he conceptualized, designed and implemented accounting systems for small and medium-sized enterprises, and rural credit programmes, as well as provided training for the implementation of such programmes to agricultural marketing, credit and production societies.  He then embraced the opportunity to serve at the highest levels of the Co-operative Movement at the national level as a Director of the Dominica Credit Union League (now Dominica Co-operative Societies League).

 

Throughout his public service career, he supervised several internationally funded projects.  These included World Bank/EU/USAID/CIDA/CDB and UN agencies.  Many of these programmes provided residents with employment opportunities, enhanced living standards and greater self-reliance.  As a public service administrator and Head of the Co-operative Training Unit, he organized and lectured at several co-operative, accounting and management workshops, focusing on women in agriculture as well as small farmers in crop production, livestock development and business services.

 

His public service career, intermingled with part-time private accounting advice, gave him the opportunity to translate academic achievements into practical actions.  His ability to conceptualise policy intentions of Government into developmental plans and programmes made him very visible among his peers. His performance-oriented approach to development administration enabled him to demonstrate that the Public Service Rules can be used to facilitate rather than hinder socio-economic development.  He embodied a new breed of senior public sector managers who were required to promote and catalyze developmental goals.

 

He has a good grasp of regional integration issues and has been actively involved in public education programmes in Dominica, Grenada, St Kitts and Nevis, Saint Lucia and St Vincent and the Grenadines. Has also been involved in the design and delivery of a public awareness and education campaigns on Quality Service in Telecommunications, and a range of other issues to ensure consumers receive good quality service at the prices agreed to with providers.

 

He continues to serve the wider Caribbean Region as an executive member of the Organization of Caribbean Utility Regulators (OOCUR), a CARICOM-wide organization which promotes knowledge on regulatory issues.  From 2006-2008, OOCUR played a collaborative role with the University of the West Indies in Trinidad towards the establishment of a Caribbean Regulatory Research Centre.  In earlier periods from 1988 – 2004, Mr. Williams served the CARICOM region as a director on various regional organisations in the areas of Agricultural Research and Development, Agri-Business, Health Systems and Telecommunications Regulation.
